Monitor irregular private schools: AAPSU
ITANAGAR, Jul 27: Drawing the attention of the Director School Education towards the irregularities being carried out by some private schools in the state, the All Arunachal Pradesh Students’ Union (AAPSU) general secretary Biru Nasi has today appealed him to initiate early steps to monitor the functioning of such schools.
In a letter to the Director School Education, he claimed that many private schools in the state are not affiliated to CBSE and often charge extravagant fees. Nasi further said that it received a complaint from 60 students of Takar Memorial School of not getting their class X exam results till date. The principal of the school was also found absent from the school for the last two months when a team of AAPSU members visited the school recently, Nasi claimed adding that it is the responsibility of the school education department to ensure that only CBSE affiliated private schools are allowed to function in the state and make sure that the amount that such schools charge against the facilities mentioned in their prospectus are being actually provided to the students.

Teachers demand salary
ITANAGAR, Jul 27: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has called for release of four months pending salary since April last. The association wrote to the Secretary Education in this regard.
It claimed that a news report by the finance department on June 23 wherein it said that it had released the salary to be false as no salary has been received till date.

ITANAGAR, Jul 27: The All Arunachal Pradesh Elementary Teachers Association (AAPETA) has in a representation to the state Governor today expressed its dissatisfaction over the delay in arresting the culprit involved in the alleged murder of Junior Teacher Mathew Dabi even after 15 months of the incident and appealed him to order a CBI enquiry into the case.
Since the SIT has also failed to yield any positive result, the federal unit and CEC AAPETA will take up the matter with the Union Minister if the state government does not arrest the culprit soon, it further added.
Police happiness programme concludes
ROING, Jul 27: The week long 'Happiness programme' of the Art of Living, organised by the Police Department of Roing as part of their community policing, came to an end on Sunday last here at the Multipurpose Hall.
SP Roing Rajneesh Gupta said that his aim is to make each and every person of the district acquainted with the Art of Living, especially the local permanent residents, so that they can later spread the knowledge.
"I have a larger canvas", he said while saying that the current courses are just beginner's courses, and that he plans to introduce advanced full time courses too. "Happiness and sorrow are two sides of the same coin. Resorting to drugs and alcohol is totally unnecessary as these substances promise but do not deliver", he added.
Sharing their experiences, the participants said that they have benefitted a lot from the course, mainly with stress management.
The resource person from Itanagar Centre Suchandan advised the participants to smile and carry a happy attitude, and pass that vibe around.
SP Gupta informed that the department will conduct such programmes at regular intervals.

ITANAGAR, Jul 27: Alleging that Constable Nabam Regang of 5th IRBn died due to utter negligence on part of few officers of PTC, Banderdewa, the All Puyu Panchayat Employee Welfare Association (APPEWA) has demanded immediate termination of the Principal, the Medical Officer and personnel on duty on the day of incident.
The association alleged that the Medical Officer did not attend to Regang after the incident and he was left to die.

Former CM PK Thungon gets 4.5 yrs jail in corruption case
New Delhi, Jul 27: Former Union Minister P K Thungon was today sentence to four and half years' jail term in a graft case by a Delhi court which observed this matter highlights "institutionalised corruption" involving the political class and high bureaucrats. Thungon is the first Chief Minister of Arunachal Pradesh who served between 13th August 1975 to 18th September 1979.

This case unfolds and brings out in the limelight the known fact that how the Central grants allocated to public welfare of the states are misappropriated by highest public functionaries including ministers at Centre, states and top bureaucrats that too with full impurity," the judge said.

Kalam no more; leaders condole the death of people’s President
Shillong/New Delhi, Jul 27: Former President A P J Abdul Kalam, the 'missile man' who became popular as 'People's President' died today after he suffered a massive cardiac arrest and collapsed during a lecture at the IIM Shilllong this evening.
Kalam, who would have turned 84 in October, was confirmed dead more than two hours after he was wheeled into the ICU of Bethany hospital in a critical condition following the collapse at around 6.30 PM.
Arriving at the Indian Institute of Management around 5.40 PM, he took rest for sometime
and started the lecture on 'Livable Planet'. He collapsed five minutes later, according

De said the hospital authority told him that Kalam died due to cardiac arrest.
The body was taken to the Military Hospital and will be kept there for the night.
It will be taken by an Air Force helicopter to Guwahati at 5.30 AM tomorrow and from there to Delhi by a special aircraft.
Considered the most popular President, Kalam became the 11th head of the state and occupied the post between 2002 and 2007 but lack of consensus denied a second term in office for a man who came from outside the rough and tumble of politics.
Meghalaya Governor V Shanmughanathan, who rushed to the hospital on hearing the news of his admission, said Kalam died at 7.45 pm. Despite medical team best efforts, he could not be revived.
Chief Secretary P B O Warjiri told reporters outside the hospital that he had spoken to Union Home Secretary L C Goyal asking for necessary arrangements to be made for carrying Kalam's body from Guwahati to Delhi tomorrow morning.
"The former President has been admitted to Bethany hospital in a critical condition," M Kharkrang, SP Khasi Hills said earlier.

Recalling his association with Kalam, former Prime Minister Manmohan Singh said the country and he benefitted immensly from his advice.
Leader of the Opposition in Rajya Sabha Ghulam Nabi Azad condoled the death of Kalam and said he was a "darling" of the people of this nation.
"After Pandit Jawaharlal Nehru, he was the second most popular leader among the youth and students. In his death, the nation has lost a youth icon," he said.

Investigations on to trace Seppa rumour-

SEPPA, Jul 27: The East Kameng police is investigating to trace out the person who started the rumour of Kameng River flowing above danger level at upstream on Sunday evening forcing thousands to flee from their homes and put entire Seppa town into total chaos. Police sources informed that police department is working on to trace the origin of the rumour.
“We have started an operation to trace the origin of the rumour”, said Bomto Kamdak Deputy SP of East Kameng district. DSP informed that the rumour started milling around 9 pm in the evening which triggered massive chaos as thousands of people especially residing by the river bank began to evacuate from their homes to safe places at higher locations out of panic. Police sources added that rumour not only affected Seppa town but also created panic in Bhalukpong under West Kameng as many people reportedly fled from their residents and moved to the hills.
A team of police led by DSP Kamdak had to camp at Pakoti suspension bridge (8 kilometers off Seppa town) till 11.30 pm to monitor the water level so that they could alert others at Seppa which lies on the downstream. Sources also added that Deputy Commissioner Sandeep Kumar Singh had to patrol whole night urging people to go back to their respective homes telling that it was just a rumour.
Sources from Seppa claimed that in the midnight chaos many residents lost their LPG cylinders and other household materials. Unconfirmed report informed that the rumour triggered unprecedented stampede like situation while mischievous thieves looted many household items from the abandoned residences as several houses were left unlocked out of panic. However, the police stated that no such report has been filed so far.

DAPORIJO, Jul 27: A teenager was allegedly raped in the outskirts of Daporijo town last night. The case was reported to Daporijo police station today.
The shocking case has come to light within a week after a girl was raped by three persons at Dumporijo in the same district.
In the complaint, victim’s relatives have informed the police that yesterday at around 8 PM, the girl went out to the nearby shop located at the Medical colony to purchase pickles for the house. When she did not return, the relatives raised the alarm.
She was reportedly dropped back to her house by a car near her house at around 11.30 PM at Medical Colony. She was unable to speak to the relatives about the incident.
According to the complaint, she was forcefully taken away to an isolated area where she was forced to drink alcohol by the miscreant/s at the tourist house, near Subansiri Bailey Bridge at Lida village. Later the girl was taken to Daporijo to Ziro road at MekDong area where she was physically assaulted.
The police under the supervision of SP Taru Gusar have launched an investigation. They have visited the spot today where the incident took place.
Govt taking all measures to contain Dengue & JE: CM
NEW DELHI, Jul 27: The government is initiating all possible measures and corrective efforts to contain the reported outbreak of diseases like Dengue and Japanese Encephalitis (JE) in the foothill areas of the state bordering Assam, said Chief Minister Nabam Tuki.
Taking serious note of reported outbreak of diseases, Tuki also had a meeting with state Health Minister Rajesh Tacho and asked him to act promptly to tackle the situation. He has specifically asked the department to send special medical teams to the affected areas with all life saving medicines and equip the district hospitals, community and primary health centres with adequate lives saving drugs and other medical facilities.
Under his directions a high level health team led by Joint Director, Health Services A Yirang and State Epidemiologist L Jampa had visited the affected areas on July 21 and 22 last and held meetings with the district administration, Municipal councils, panchayat leaders, Bazaar committee.
The team chalked out action plans and as a result fogging of the entire areas is being done. As per the report, the situation is under control. (Media Cell, CM)

138 Bn CRPF observes 76th Rising Day

ITANAGAR, Jul 27: The 138 Battalion of Central Reserve Police Force (CRPF) of Senki View today observed the 76th Rising Day of CRPF in a colourful manner. Hundreds of CRPF jawans participated in the programme along with their families.
The CRPF came into existence as the Crown Representative's Police on 27 July 1939. After independence, it became the Central Reserve Police Force on enactment of the CRPF Act on 28 December 1949. The programme was formally inaugurated by Parliamentary Secretary Tourism Mama Natung.
Wishing the CRPF jawans on its 76th Rising Day, the Parliamentary Secretary acknowledged the supreme sacrifice made by the CRPF Jawans in service to the nation and mankind.
“I salute those jawans, who laid down their precious lives for our safety and security”, said Natung. He further lauded the CRPF jawans for serving in different situations and terrains to maintain law and order and to protect common people.
Acknowledging CRPF jawans service to the nation and society, he exhorted that common people are living free and in peace because of the security jawans.
“Your presence makes us feel safe and secure, we can sleep in peace because of you”, said Natung while appreciating their yeoman service.
Pointing out the requirement of basic amenities inside 138 Bn camp such as approach road, drinking water facilities, electricity, Natung assured that the state government will take care of the basic needs. Implement new power development schemes in letter and spirit: Minister
KHONSA, Jul 27: Women and Child Development and DoTC Minister Wanglin Lowangdong has called for implementation of Deendayal Upadhyaya Gram Jyoti Yojna (DDUGJY) and Integrated Power Development Scheme (IPDS) in letter and spirit.
Presiding over the first Tirap District Electricity Committee meeting held at Deputy Commissioner’s conference hall here today, Lowangdong said that the important central schemes should be meticulously planned and diligently implemented with a great degree of efficiency and transparency unlike the earlier RGGVY scheme which was not a success owing to various reasons.
Lowangdong urged the district administration and the electrical department to work
in close coordination with the Power Grid to ensure that all the census villages
and the urban areas in the district were properly electrified. He opined that due
to rapid increase in population and expansion of villages the need for power supply
had grown. The Minister further said that the people of Tirap district were law-
Speaking on the occasion, MLA Wangki Lowang said that there was a visible lacuna
in installing power lines while creating infrastructures due to lack of proper coordination
between the line departments. Lowang said that scopes for use of solar energy should
be explored, especially in the rural areas and suggested that the power line from
Deomali to Khonsa should be connected through Namsang-
MLA Wanglam Sawin in his speech told the SE and the EE that the pending bills of the contractors and the labourers should be cleared before starting the new schemes to avoid overlapping and unnecessary tussle between the villagers and the power department.
Earlier, in his address Tirap Deputy Commissioner said the new schemes would help in transmission and distribution of power in both urban and rural areas adding that the district electricity committee would travel the proverbial ‘extra mile’ to ensure that the schemes were properly implemented. The DC said that the first meeting on DDUGJY and IPDS was to familiarise the stakeholders with the new schemes and said that a review meeting would be held after every three months. He urged the SE to replace the old electrical poles and high tension wires which could collapse any time and create accidents.
The DC further said that the power grid and power station should be constructed in the outskirt of the Townships.
SE (Elect) CT Namchoom, highlighted the salient features of DDUGJY and IPDS in a presentation. He said that as per 2011 census 183 villages including Longding district have been electrified while seven villages which fall under Longding district are yet to be electrified.

Health officers and officials asked to maintain team spirit

Medical officers asked to be vigilant on JE, Dengue outbreak
ITANAGAR, Jul 27: Kurung Kumey district administration following reports of several cases of Japanese Encephalitis (JE) and Dengue in few districts held an emergency review meeting involving district health and various other government departments to get prepared for fighting the diseases in case of any outbreak.
District Medical Officer (DMO) in-
Highlighting the signs and symptoms of dengue fever, the DMO advised for removal of all potential mosquito breeding habitats, particularly stagnant water where mosquitoes lay eggs.

Zero tolerance approach to Education and Health sector: Kumsi

The representatives from 11 government schools and eight private run schools were also attended the coordination meeting. Emphasising on quality education and smooth running of government schools under Bhalukpong, MLA formed a Circle level Monitoring Committee for Education with the EAC as the chairman, BEO as the member secretary and all the HoDs as the member of the Committee to oversee the functioning of the schools. It said that the committee will be guided by Anchal Chairperson and MLA himself. Appealing the teaching fraternity to be punctual and be dedicated to their jobs, he warned that absentee teachers would be dealt strictly.
Responding to the memorandums from various representatives of the schools over shortage of teachers, drinking water facilities, boundary walls and additional class rooms, local MLA assured that he would look into the matter on a phase wise manner on need basis.
Pointing out lack of work culture and insincerity among the local teachers, EAC R Rakshap urged the teachers to be punctual in their duties. He also suggested them to include all the components like water supply fittings and electrification be added while preparing estimates for additional classrooms.
Intensive Diarrhea Control Fortnight campaign starts
ITANAGAR, Jul 27: Deputy Commissioner cum Chairman District Health Society, Papum Pare Tai Kaye today inaugurated the Intensive Diarrhoea Control Fortnight campaign at PHC, Chimpu.
While addressing the gathering, DC Kaye called upon the health department to intensify the Diarrhoea control campaign on missionary mode for effective implementation of programme in the district and appealed the beneficiaries to take benefit of the programme. He also urged them to maintain cleanliness of health and surroundings to save children from diseases.
DMO Dr. S. Ronya asked the doctors and its staff to work for total prevention and control of Diarrhoea and other diseases. He further said that every household should be covered under the programme.
During the fortnight campaign from 27th July to 8th August, ORS packet and Zinc Sulphate tablets will be distributed to every home where a child below 5 years is residing and intensive awareness camp and advocacy activities will be held in all health centres in the district. ZPM Techi Mecha, medical officers, staffs and beneficiaries attended the programme.
Meanwhile Intensified Diarrhoea Control Fortnight sponsored by National Health Mission and organised by District Health Society was also formally launched at General Hospital Aalo today. The programme is also being launched in all administrative circles and subdivisions of West Siang district. District Medical Officer Dr. Marbom Basar inaugurated the ORS Zinc Corner and distributed Zinc Sulphate and ORS packets to mothers who turned up with their children on the occasion.
Exhorting doctors, paramedical staffs and ASHAs to launch the programme in a meaningful way, Dr. Basar said that ASHAs have big roles to play in the remote areas where there are no heath centres and people are ignorant about health and hygiene. "The ASHAs will be required to identify malnutrition affected children and refer such children for further treatment. The ASHAs will be given incentives for their work", informed Dr.Wange.
"Zero death because of diarrhoea is our main target", said Dr. Raju Mena. He also informed that all the MOs of the district were trained about the programme on thursday last, and the programme will touch each and every corner of the district.
ZPM Iduli Block, Sipa Mena Miuli, who attended the programme as Chief Guest said that such programmes should reach all the remotest villages. Miuli later distributed ORS packets to patients at the hospital.
DVBDCO Dr. N. Yirang took the opportunity to inform about the fast spreading Dengue in nearby Pasighat, and its preventive measures. He also spoke about the deadly Japanese Encephalitis. He advised to take preventive measures against the disease as once dengue starts it is impossible to control. "Vector borne diseases can be controlled only through our behaviour control", said Dr. Yirang.
Governor mourns death of B K Handique
ITANAGAR, Jul 27: The Governor of Arunachal Pradesh, J P Rajkhowa has deeply mourned the sudden demise of former Union Minister B K Handique. Handique passed away at the Jorhat Medical College Hospital on Sunday afternoon following brief illness.
In his condolence message to his wife, Swarup Rani Handique, the Governor said, “I am deeply grieved to learn of the sudden passing away of veteran parliamentarian and former Union Minister and your beloved husband Late Bijoy Krishna Handique”.
The message further said “Handique will be remembered for his immense contribution towards the welfare and development of the people of North Eastern region and the Nation. Throughout his long political life, Handique worked tirelessly for the people of the Northeast and the Nation. He wished to see the NE region on the forefront of development and national mainstream and as minister of DoNER pushed forward his goal, focusing on connectivity, promotion of youth welfare and entrepreneurship in the region. His genial behaviour and humane qualities were admired by the people and his colleagues.”

Dear Editor,
Root cause of corruption in Arunachal Pradesh are engineering departments, government officers, political, students and society leaders, contractors as well as publics.
Corruption is like a cancer which one cannot heal but only we can reduce or stop it for some time.
My request is that we should complete all the assignment given to us with responsibility. We should think about common good instead of individual.
Let us think twice for Arunachal so that we can move forward to a beautiful state.

Consumer rights and court
Dear Editor,
Through your esteem daily, I would like to highlight about the rights of consumers as enshrined in the Consumer Protection Act 1986 and its Amendment Act 2002 and also how the enacted law is violated by law enforcing agencies in our state.
The consumer protection Act 1986 tries and ensure to help a consumer when for example, the goods purchased are defective or the services rendered are subject to some deficiency.
Prior to the C.P Act 1986, for any consumer complaint one had to go to an ordinary civil court by engaging a lawyer, paying court fee and be harassed for decades. And to overcome such unnecessary harassment to a consumer, the C.A Act 1986 was enacted so as to deliver justice much quicker.
The amendment Act of 2002 further expedited such proceedings by imposing time limits i.e. any such complaint from now onwards must have to be disposed off within a period of 90 days and if situation so demands then 5 (Five) months.
Though the above mention contents are the basic rights enacted by the C.P Act 1986 and its Amendment Act 2002, but it is very unfortunate that in complete violation of the established law, the law enforcing agencies are neglecting and violating the enacted law themselves and contributes in harassing a consumer.
For instance, I had filed a case/complaint against the Dept of power on 4th Oct 2005 for deficiency of services in the District consumer redressal forum, Pasighat and since then it has been almost a decade on I am on the run in between the District Forum and the State commission. Till today I am waiting for justification.
The fact of the instant case is that the Department of Power had illegally disconnected the electricity supply to my Ice Cream shop on violation of electricity Act i.e. without prior notice and for which I had filed a complaint in the District Forum on 4th Oct’2005. The District Forum after taking a long three years finally delivered its judgment on 11th July 2008.
The department on their part appeal against the District Forum Judgment in the State Commission which took another two years only to be back to the District Forum for fresh trial on 23rd Nov 2010. And after coming back to District Forum, it took another five years and finally gave their judgment on 12th March 2015. But to my surprise, the compensation allowed was neither amounted to my actual losses nor justified. Hence, aggrieved by the order, I have preferred to appeal in the State Commission and 29th July’2015 I had appeal in the State Commission for justice.
Here I would like to ask the authorizes concern that though the Department of Power, Pasighat are responsible for their act of deficiency in service and harassment, along with them isn’t the District Forum and State commission are also responsible for violation of the law and for causing unnecessary harassment to the complaint? And if they are responsible for such act of injustice where shall I have to lodge complaint and what short of penalty should be imposed on those law enforcing agencies for violation of enacted law.
Finally, I would like to appeal to all the citizens of our state that as a consumer if you are convinced that goods are defective or there is deficiency in services put your point of view with full emphasis so that consumers do not suffer for no fault of theirs.
And I request the authorities concern to take serious steps so as to enforce such established law sincerely instead of eye washing publicity in newspapers.

Speed up the process for us
Dear Editor,
Through the column of your reputed daily, I would like to draw the kind attention
of the concerned authority towards the untold miseries suffered by Data collector-
It was indeed a disheartening news for us specially when most of the staff have already attained the relaxed age and mentally and emotionally unfit to face any competitive exams presently.
Meanwhile, the concerned authority seemingly agreed upon extension of our service for a year but the file process in this regard too has suffered a setback as it got stuck somewhere in want of administrative approval as a result we have been spending sleepless nights without a penny since last four months.
In this regard we request the concerned authority to speed up the file process immediately in the larger interest of already depressed contractual staff.
Besides, we are still clueless whether this scheme is recommended for continuation under FFC or not?
